There are a couple of "normal" causes for slow logins: reverse DNS
resolution, and IDENTD lookups. These can be disabled by using the
following in your proftpd.conf:
UseReverseDNS off
IdentLookups off
However, these are not the problem you're encountering (I just wanted to
point them out).
Given that you are using the `ls' client command (which translates into
either the LIST or NLST FTP commands, and sometimes even MLSD), it sounds
like you have a problem with FTP data transfers. This howto covers the
