did you try to transfer from one to second virtual host? Or from/to
differenr FTP server? (running proftpd or not)?

What ports did those FTP servers send in PASV reply?
(proftpd does not allow low-number port numbers in PORT, see
http://www.proftpd.org/docs/directives/linked/config_ref_AllowForeignAddress.html)
