This turned out to be a config issue for us. From TJ:

If you move that WtmpLog off outside of the <Global> section, then it 
pertains only to the default "server config" context.  But later, you 
disable that default "server config" context with a "Port 0" -- which 
leaves only your <VirtualHost> section.  You then don't have a "WtmpLog 
off" in the <VirtualHost> section, or in the <Global> section -- and since 
WtmpLog defaults to "on", connections to that <VirtualHost> will have wtmp 
logging enabled.  Does that help?
