MDTM *cannot* be used to change the timestamp on a file. It can only be used
to retrieve the timestamp on a file. Thus the 550 response code for the MDTM
is to be expected (the timestamp is treated as a filename, which won't exist,
hence a "No such file or directory"). This is covered in the last question on:

And your SITE UTIME command has too many arguments; SITE UTIME only takes a
single timestamp argument; see:
http://www.proftpd.org/docs/contrib/mod_site_misc.html#SITE_UTIME
Thus the 500 response code there indicates that proftpd declined to handle the
command because the arguments were wrong.
