RPMs built on Fedora Core 1 are now propagating to the mirrors as well.
You can find the packages in /distrib/packages/(S)RPMS.

MD5 hashes of the packages:

7796b92bc99816dc6f83c0f39241666a  proftpd-1.2.10rc1-1.fc1.src.rpm

The RPMs are IPv6- and TLS-enabled.
