If I use

    * $ ^Envelope-To:.*(${TDTP_LIST_IDS})
instead of
    * $ ^TO_(${TDTP_LIST_IDS})

and ${TDTP_LIST_IDS} is

    <listxxxxxx@tamay-dogan.net>

then it works. <grml>
