Subject:    formail not delivering email

I set up a test user and copied over a few mail folders to test changes to my 
.procmailrc file.

   formail +1 -s procmail < mail/train

does not seem to do anything and I can find no errors. I can email to the test 
account and procmail functions normally. I am at a loss to find what is missing.

Thanks for any ideas
