Actually, the spammers have moved on from using proper comments to using
bogus tags, and now, valid tag pairs with no contnet - ie:

V<i></i>i<b></b>a<b></b>g<u></u>r<i></i>a

It's an ongoing game of 'dodge the filters'....

I believe this is only true at the *beginning* of conditions where they
have special meaning regarding the size of the mail.
