You have a header called "Body:" ?

surely, if you intend to match against the body, you'd be doing it the way 
which the documentation specifies?  Either use a B flag on the flags line, 
or a variable check against the variable "B"

or

:0
* B ?? (Banned C D|moral decay of society)


Also, you may not be aware that there are _several_ procmail manpages:
         procmail
         procmailrc
         procmailsc
         procmailex

         (plus formail of course)

You should be running your test filters in a SANDBOX, and that SANDBOX 
should have VERBOSE logging enabled, which would allow you to examine what 
a recipe matches and what it doesn't.
