What does this have with Procmail to do? You should probably be asking
in comp.mail.misc or something.

You should run mimencode on just the actual encoded piece, i.e. given
this caricature:

    Mime-Version: 1.0
    Content-Type: multipart/mixed; boundary="foobar"

    Abandon all hope. This is a MIME message.

    --foobar
    Content-Type: binary/porridge
    Content-Transfer-Encoding: base64

    MoomOoMOomOomOoo=

    --foobar--

then only MoomOoMOomOomOoo= should be piped to mimencode and nothing
else.
