Initial Comment:
Computer: Dell Latitude E5510
Privoxy Version 3.0.16
Downloaded Privoxy around Aug 1 and installed it onto a new computer
OS: Windows 7
AV: Kaspersky 9.0.0.736
Firewall: Windows Defender
Browsers: IE 8.0 and Safari 5.0 (identical problem with each browser)

With proxy server off selected in options, my CNET internet speed test results are \
around 15 kbps. With proxy server option off, speed is around 382kbps.  I've had no \
problems with Privoxy on all the other computers I've installed Privoxy on. I'd like \
to use it on my new computer.
