Summary: I can't get this basic filter to work

Initial Comment:
As a test, I added the lines
s/a/g/g
s@a@f@g
s/a//ig

to the top of default.filters
then opened some webpages or a file with the letter 'a', and it remained.

how come?

privoxy is enabled
I am running win xp and IE.
from netstat and tasklist, it looks like privoxy is running.

Actions are only valid in action sections (which are marked with curly
braces). This is covered in the documentation.

Try something like:

{+filter{naaame}}
.google.com

Note that the browser will not use Privoxy for requests for local files,
so "c:\a.htm" can't be filtered.

I tried adding +filter{naaame}  to default.action  but an error "can't load
actions file....."   I changed it to another filter I see defined.. 
js-annoyances, and got the same error but with that there.. here's the
error..

Fatal error: can't load actions file.  '.\default.action': first needed
line (286) is invalid: +filter{js-annoyances}

ok.. now with that info, I got a good log with the error.. I now fixed the
filters file and have the filters with no error.. but it has no effect.
this is at the top of my default.filter file
The problem is that the Google homepage  as well as c:\a.htm
come out exactly the same The 'a' character remains.  All characters
remain. The filters are having no effect.

FILTER: naaame deeescription
s/a/fffffffffffff/g
s@a@f@g
s/a//ig
s/./rrrrrrrrrrrrrr/g

If you added it to the top of default.filters the lines should be above the
first "FILTER:" line and thus not part of any filter.

With more verbose logging you should also get complaints like:
 Error: Ignoring job s/a/g/g outside filter block in
/usr/local/etc/privoxy/default.filter, line 1
