Summary: Generic header rewriting

Initial Comment:
Add an action like filter-headers{&lt;pcrs_job&gt;}
for generic rewriting / killing of headers.

Maybe even support some status variables in
addition to the $n backreferences by means of
an extension to pcrs that would also be useful
elsewhere. (Accept a map as an optional extra
parameter to prcs_execute*)

This would obsolete many special-cased header
actions that we have now, and add extra
flexibility for users.

We have header filter support for a while now.

There is already another request for the "status variables":
