Justin, there are the developer todo's and feature requets, and also the
patches pages all of which are SF lists. This is the only place this
kind of thing has ever been recorded. There are probably many
instances of mailing list chatter where things might have been
discussed and evenutually decided. But as to a 'roadmap', if it
exists, its in those SF lists. Of course, those are only as good as we
use them. At one time, people did maintain those and cited them for
this, that and the other. There are so few people now, its probably
not necessary, and there are always so many other things to do. 

Any real substantive changes have to be done by those who are really
intimate with the code. Right now that is primarily Fabian, who can
probably only do so much, and has some things he'd like to get done, I
would suspect.
