Summary: Added hide-referrer option: conditional-block

Initial Comment:
The following patch adds the hide-referrer
parameter conditional-block:
http://www.fabiankeil.de/sourcecode/privoxy/conditional-block.patch

The Referer header is only blocked if the
host has changed.

It makes the privoxy user harder to spot
in the server log, without giving away any
information which couldn't be gained
otherwise.

Additional smaller changes:

- More verbose crunch information

- MIME types which contain the string xml
  lead to filtering

- Fantasy referer strings cause a warning
  but are no longer ignored

- Two a tags in edit-actions-for-url closed
