Summary: Timer race condition
Description:
A crash has been experienced on the Tuxfamily network when timer are woken
up from a different thread (modifying the code so that timer are woken up
from the main program loop seem to fix the problem).

* src/timer.c (timer_unlock_critical_region):
(timer_lock_critical_region): implemented. Provide the
ability to deny asynchronous timer wake up.
This fix bug http://bugs.prelude-ids.org/bug_view_advanced_page.php?bug_id=0000019.
Program relying on asynchronous timer modifying
shared data should rely on this.
