From the sub-section on DEFERRABLE NOT DEFERRABLE:
http://www.postgresql.org/docs/9.2/interactive/sql-createtable.html#SQL-CREATETABLE-EXCLUDE

You cannot disable a check constraint.

Perhaps a staging table is advisable here?
