Are you running on a 64-bit or 32-bit Windows.  If for example you have
32-bit PostgreSQL installed on 64-bit Windows 7, then the folder would be
 
C:\Program Files (x86)\PostgreSQL\9.3
 
Though the installer should have been able to detect that since it looks in
the registry for install location. If your registry doesn't have that
information for whatever reason or it can't read it, then it would default
to what you are showing below.
 
The error you are getting means it couldn't find the postgres.exe in the bin
folder of your install directory so I would verify you have that.
 
I guess its also possible the account you are installing with has no access
to that folder.
 
Regarding the Temp folder -- that's just what it uses for staging and not
the actual folder it finally installs to.

Hi all,

Just tried the windows installer, and its failing due to the installation
destination for PostGIS.

I can choose the destination folder ok:

(C:\Program Files\PostgreSQL\9.3\)

However, when the installation gets kicked off, an error stops the
installation, stating "PostGIS has to be 
installed to the PostgreSQL folder".

What is the "output folder" in the above dialogue, that seems to be pointing
deep into the C:\users\userName\etc. etc. location - is that the temp
directory for the installation files, or the path that PostGIS is trying to
install?

So... why isn't the destination folder being used for the installation as
instructed?
