Further to this slightly bizarre discussion, it turns out that Colin was
half-right; PostGIS in 8.04 is up to date, but GEOS isn't.
There is a kind maintainer who is as of today working on a port from
Sid. See the story live on Launchpad

Anyway, this did kind of solve my problem in a weird roundabout way
because now I have some idea who is interested in doing the port.
