Take a look at the OpenEV toolkit; OpenEV comes with FWTools;
you'll find it here:

http://openev.sourceforge.net/index.php?page=3Dfeatures
I don't know if it'll fullfill all of your raster analysis needs, but
it won't hurt
taking a look.
