Your proj library is not visible to the postgis library. Ensure that it
is visible. On linux, ensure that /usr/local/lib (or wherever you
installed proj) is in /etc/ld.so.conf. On solaris, ensure that the proj
library is in LD_LIBRARY_PATH... etc.
