The GEOS and other libraries, identified in the postgis_full_version()
calls, are identical in string.
Has anyone filed a new big in the PostGIS bug tracker? If not, I can do
that.

This sounds to me like a difference in GEOS versions. the
postgis_full_version() will confirm that.
Later GEOS versions can handle unioning a bit better.
