[ This second table is process with an implicit "check_recipient_access"
  that should be make explicit. ]

Why are the two rules above listed before "permit_mynetworks" and
"reject_unauth_destination"?  Are they intended to to apply to
submission users sending email out?  Or are they intended to
restrict inbound mail (in which case they should be *below*).

Yes, possible, but first the purpose of the original rules needs
to be made more clear.
