 Just create and upload it as usual. As youri-upload will be unable to
assign it a section, you'll have to explicitely  add --define
section=fee to your command.

They are automatically assigned to initial submitter.

If you feel existing instructions on http://plf.zarb.org/doc/howto.php
should mention those issues, feel free to update them, you have commit
access on the svn repository. And this is an administrative issue, so
please use plf-admin, not plf-discuss.
