 I've tried to look for a solution to this issue besides setting the
 scaling on Win. 10 to 100 %. For some reason, when I close a chat window,
 the next time a new chat window is opened, it will be larger in size. I've
 attached a picture illustrating this point.
 I've tried to set the prefs.xml file in %appdata%/.purple to write-only in
 the hopes that the width and height attributes of the chat window won't
 change. The result is that every new chat window still grows in size, but
 the values of the two attributes stay the same for whatever reason.
