 Same issue for Pidgin 2.11.0 (libpurple 2.11.0).

 The SOLUTION is as the last two posters mentioned. For ICQ - install the
 ICQ software on your PC and add a working AVATAR. Doing this on the WEB
 doesn't seem to work - I get a "time out" error when I'm trying to add an
 Avatar even though the image is as per their requirements.
