 Focus rotation order for chats are broken for F6 on IRC.

 If focus was last given to the topic, F6 cycles Topic->Entry->Topic->Entry

 If you give focus to either scrollback or users list, F6 cycles
 Entry->Scrollback->Users->Entry->Scrollback->Users

 This depends on #1475
