Because it is not a matter of just a different Sql statement, but
of a completely different procedure. In MySQL you would "replace into",
but in Oracle you would "SELECT FOR UPDATE", see if you got something,
and either update that or insert a new thing. Then you would commit.

PHP4 support and a table cleanup would require breaking compatibility
anyway. That is, it is possible to sneak in PHP4 support softly, but
the table cleanup will be the biggest mess.
