I remember when we did 5.4 I've used a set of scripts to figure out
which functions are un- or under-documented. It is possible to do it
automatically based on protos and XMLs in phpdoc, IIRC. Maybe even
generate skeleton docs. I'll try to find it and give it a run to see
what gaps we might have.
