Have you been in contact with doc-tr@lists.php.net?
Sezer Yalcin (sezer@php.net) recently started working on the
translation and I bet he would love some help - but you really should
send a mail to doc-tr@lists.php.net (preferably with some patches) and
if everything is OK then request for an account.
