Wouldn't I have gotten an "access denied" error message if it were that?
The message I got said
"input/output error". Does the anonymous Inet user need read/write to any
other directories for PHP? I remember some message at the end of the
php4.03pl1 install that mentioned a directory...though I am using php3.

Richard,
Not surprising as NT has a tighter security model than 98 or ME (like you
can
call any Windows server *secure* :) just kidding).
Make sure your INET_USER (or whatever the machine username used by IIS) has
read/write permissions on the directory where the files are located.
Basically,
these file functions worked under 98 and ME since neither has really ANY
kind of
directory-specific security (in a real-world sense).
