FINALLY, I think I found the problem, or rather problems.
1 - One of the element names was incorrect :
"EmailNotificationDetailType" rather than "Format.
2 - Missing mandatory element : "Localization".
I'm waiting on a reply from the asker.
Is there a way to log issues with the translation to an XML document?
