besides the shere number of open bug reports there is another,
maybe even more important, issue we should take care of:

as version 3 & 4 coexisted for quite some time there was a lot of
code added and fixing applied to php3 that still didn't make it
into php4
 
(i learned this 'the hard way' last year when i was relying on 
documented functions and features of the imap extensions that 
showed up to be php3 only)
