How this is good? 5.4 is superior to 5.3 in... well, all aspects, why
denying people chance to use it for years is a good thing?

People of course will get it "somehow", but then why bother with having
Linux distribution? This stuff is open source, people can download it
somehow anyway. Obviously, there's some value in getting software as
part of organized process, not "somehow".
