I removed most of the documentation and instead refer to an external 
guide and the Windows wiki. However, this bug is not closed until the 
documentation is rewritten to reflect current practices.

This bug is not closed because these docs:

 - have broken links
 - have no reference to the wiki
 - have no reference to binary-tools.zip (should it?)

And people mention that the wiki is also incomplete although this bug 
does not deal with that.

Thanks for the info,

but I really think this should be fixed both in the PHP-Docs page and
in the wiki. I've spent more than 2 hours trying to find those files.
