PHP == Chaos. 

The closest thing to a roadmap is the semi-official TODO:

As for features already implemented, see the NEWS file:

  http://php.net/php5news
  http://php.net/php6news

But everything is subject to change at any time by any human on the
planet... given it's a good change agreed by most.

No, we don't have a schedule at all, and I don't think there will ever
be one.

It does not exist on the website, or does a development roadmap not
exist at all? There must be some kind of schedule, I guess.
If not, is there any chance such schedule will be published?

I can't find a development roadmap on the php.net website, containing
information on when a certain version will be expected to be released ,
and which new or changed (major) features should be implemented.
E.g. when is PHP 5.3 or 6.0 expected to be released?
