mysql_pconnect makes a connection that dies at either the mysql server
timeout (default is 8 hours) or when the process (in this case an apache
process) dies.  This is great for heavy Phorum sites where the script never
has to connect again.  In you case you were connected to 10 different apache
processes while testing.  If 10 is you max connections, Phorum could still
max it out if just 10 people were using it at once.
