wild guess says you're on a Microsoft Windows system?  at a Windows 
command line prompt ("MSDOS" but its not really), while logged on as a 
user with Administrator privileges,

    NET USER postgres /DELETE
    RMDIR /S "C:\Program Files\PostgreSQL"

then try reinstalling....
