It could be a keyring refresh, but it seems unlikely given the choice
of strings.

It certainly isn't GnuPG's --refresh-keys since GnuPG refreshes using
the numeric keyid.
Doing a large number of transactions one after another isn't nearly as
efficient as I'd like. It really would benefit from HTTP keepalive.
