(http://pgp.zdv.uni-mainz.de/keyserver/bigbrother/ says they've been
down for over 4 months now.)  Also, pks-admin AT keys.cz.pgp.net is what
they had configured into their pksd for $maintainer_email, at least
at one time.

We know, but we have to use whatever our $syncsite configures for
$this_site so we don't generate extra traffic for them.  So the .cz
keyserver operator needs to initiate this change.

On that note, does pgp.ael.be's $this_site match my $syncsite of
pgp AT pgp.ael.be?
