Clearly something not right there, but that exhausted my guesses
without having IPsec logs from both sides. If you can go through the
same steps (more or less, any set of steps that replicates a problem
is fine though), keep note of the times along the way so it can be
correlated to the logs, and send the logs and steps with times, that
should help.
