It depends on what you want to add.
There is EXTRA_DEVICES to add a "device foo" line, and EXTRA_OPTIONS=
to add "options foo", and also NOEXTRA_OPTIONS and NOEXTRA_DEVICES to
add "no option foo" and "no device foo" respectively.
Things added there would be put into every kernel config.
