I am changing the local administrator password on a client.

I solved my problem by downloading the 19990707 version of 
AdminMisc.  There is no change in the documentation between 19990707 and 
the previous version, but something obviously changed because the new one 
works and the old one doesn't.  Also, the only indication that I didn't 
have the latest version was a note on roth.net.  If you use PPM to download 
adminmisc from roth.net it gives you an old version.
