100% PASS for 0.30 on MSWin32. I'm not sure what the bug was supposed to be...
100% FAIL rate for 0.31 on MSWin32. When I run the tests I see the
tilde test failing.
M:B is toolchain, so really we should be at 100% PASS on all CPAN
Testers platforms all the time (ignoring spurious results)
