The problem is downgrading packages to upgrade packages.
The current RELEASED versions are:  automake (1.7.7) autoconf (2.9-2.10) and
libtool (1.5)
yet we have to break our distro's with older versions (1.5/2.13/1.4) in
order to 'UPGRADE'
