Bug description: Shouldn't list-packages be list --allchannels?

Description:
------------
I'm using PEAR 1.9.4 on a XAMPP installation on Windows 7. I
did a search for the command to view all installed packages
and found this page:
http://pear.php.net/manual/en/pyrus.commands.list-
packages.php

list-packages didn't work though, and according to the pear -
help output, the command to see all packages installed in all
channels is pear list --allchannels OR pear -a list

I apologize in advance if I'm simply confused about what that
particular page is documenting.

Test script:
---------------
$ pear list-packages

Expected result:
----------------
INSTALLED PACKAGES, CHANNEL PEAR.PHP.NET:
========================================
PACKAGE             LATEST    LOCAL
pear/Archive_Tar    1.3.11    1.3.11  Tar file manag...

INSTALLED PACKAGES, CHANNEL PECL.PHP.NET:
========================================
(no packages installed)

Actual result:
--------------
Command 'list-packages' is not valid, try 'pear help'
