When running 'php -dphar.readonly=0 C:\pear\repo\pyrus.phar package' for a
new package this fauls with the exception 'Cannot locate
PEAR2/Exception.php in phar://C:/pe
ar/repo/pyrus.phar/PEAR2_Pyrus-2.0.0a1/php/pear2/'.

The way to fix this is goto:
@plugins_dir@\php\PEAR2\Pyrus\Developer\PackageFile\Commands.php - Line 230
and change '/pear2' to '/PEAR2'

Test script:
---------------
php  -dphar.readonly=0 C:\pear\repo\pyrus.phar package --phar --tgz

Expected result:
----------------
No exception.

Actual result:
--------------
Exception: Cannot locate PEAR2/Exception.php
