Bug description:  Latest pear depends on 5.1.6 but only says 4.4.0

says php 4.4.0 is the requirement, but it won't upgrade with php 5.1.4.
The reason is only hidden in the release notes for 1.8.0alpha1, where it
says "PHP 4.4 and 5.1.6 are now the minimum PHP requirements"

That information needs to be in the requirements section for all 1.8.x
versions, not just alpha1 !!
