You should coordinate with the people in the peardoc list for
any translation of the PEAR manual. As of yet there is no separate
list for each translation as we have on PHPDOC.

We use Docbook XML for the documentation (but you know that already),
and there is a "How to" at:

	http://www.php.net/dochowto

List of all mailing lists related to PHP at news.php.net

The peardoc repository is similar to the state of the phpdoc back 
before the "banana-split" and the move to translation-only directories.

I am cc'ing this reply to the peardoc list too.
