PEAR2 had its own SVN repository outside of the "cvs/svn.php.net", at
"svn.pear.php.net".
That repository has now been imported into "svn.php.net".

The old "svn.pear.php.net" should no longer be used, and you cannot
commit to that repo anymore. Use the repo on "svn.php.net".
